Understanding The Motivation

In 2018, the FAA issued a regulatory relief to 14 CFR 135.99 to permit Part 135 air carriers to receive authorization of an SIC PDP via its OpSpecs. Under this new program, pilots employed by these authorized Part 135 operators are able to log SIC flight time in an aircraft or operation that otherwise does not require an SIC. 
Through this, the FAA recognizes that certain airplanes (multi-engine or turbine single engine) may prove to be an excellent introduction to flying more complex jet aircraft, so long as the SIC is trained, qualified, and is provided the necessary environment to foster their skills.

Increased Safety

The program, if implemented correctly, is capable of increasing overall safety by introducing Crew Resource Management into what would otherwise be a single-pilot flight deck. Insurance companies and many private owners already request that two pilots be present - with PDP you are guaranteeing that the second pilot is actually properly trained. 

Pilot Career Advancement

The Second in Command pilot would receive academic and flight training, in addition to continuous operational experience and mentorship. This will prepare the pilot to function effectively in a multi-pilot flight deck, adhere to the highest professional standards, and function effectively in an air carrier operational environment. 

Addressing The Pilot Shortage

Currently, the largest shortage of pilots is occurring at the top, with a severe lack of experienced and knowledgable Captains and Commanders on an industry-wide scale. Regulations and insurance minimums dictate a certain number of flight hours and total experiences to hold specific positions. The PDP provides an excellent process to move new pilots up the ranks with guidance and mentorship throughout.

Can PDP be applied to Part 91 operators?
The PDP is an FAA Part 135 program only. However, Part 91 operators may implement an adjusted version of the program that can still net the same added safety benefits. 
If I get approved for PDP, do I have to operate all my Part 135 flights with two pilots? 
The quick answer is NO. Not all pilots are eligible to be PICs under the PDP, and they would start by flying single-pilot until the eligibility requirements are met. In addition, you can still operate a mixed schedule of both PDP and single-pilot flights concurrently. We highly advise paying attention to each pilot's flight and duty limits as a concurrent schedule may add some complexity.
Are all single-pilot aircraft eligible for the PDP?
The PDP is limited to fixed-wing aircraft only. All multi-engine airplanes and turbine-powered single engine airplanes are eligible, provided that certain controls and instrumentation requirements are met.
